LIST OF THE QUESTIONS FOR THE PROMOTER AND ANSWERS

Open international, anonymous, one stage competition for the PRELIMINARY ARCHITECTURAL DESIGN for the new building:

1. Q. Whether is it allowed to display any other 3D perspective more than the required three pictures?
A. The perspective views should be a part of A1 sheet but with A3 format of the photograph.
It is possible to submit more perspective views in addition to the three mandatory ones as long as the number of sheets submitted doesn’t exceed 8xA1 sheets.

2. Q. Commercial use – Public Area = 4000 m2. In this 4000 m2 area what should be provided? What is the purpose of public space ?
A. Commercial area should be similar to the spaces in the existing building like restaurants, clubs, shops, galleries, office spaces.

3. Q. What type of exhibitions will be held in main exhibition area?
A. It is not decided yet what will be displayed in the gallery. The Exhibition space is only divided in the main exhibition area for the permanent exhibitions, and temporary exhibition area. Participants are free to propose the best solutions.

4. Q. How many basements can we go up to?
A. It is limited by the ground water level in the lowest section of the site. It is safe to found the new structure up to 73.0 m above the sea level.

5. Q. Can we provide access to cruise/boat/Jetty?
A. The riverbank line is not being changed.

6. Q. What are the height restrictions?
A. It is stated in Competition Brief: “the newly built structures should not obstruct the outline of the Fortress”.

7. Q. How is drainage system? Hydro isolation.
A. Underground construction is limited by the ground water level in the lowest section of the site. New structure’s foundation shouldn’t be lower than 73.0 m above the sea level. Any excavation below this level would impose complicated hydro isolation and drainage system.

8. Q. Can we get the CTB of DWGs?
A. This is not available.

9. Q. Can we get a list of surveyor data which comes in .txt format?
A. This data is not available.

10. Q. The site plan of 1:500 scale is not fitting on A1 Size paper , can we use A0 Size sheets instead?
A. No. All drawings fit A1 sheets. You should rotate the drawing horizontally to fit the format A1. Participants are allowed to connect two portrait sheets one to the other in the case of the design and artistic purposes.

11. Q. Is it possible to use inside Beton Hala space for the project uses? Or inside space should be also preserved as it is?
A. Existing Beton Hala building (structure, façade, shape, together with most of its occupants and tenants) will remain as it is. The City of Belgrade is responsible for renovation of the façade of the existing Beton Hala. The only intervention participants in this competition are expected to propose is to design minimum of three connections (stairs, elevators) between the ground level of the existing building and its roof level.

12. Q. What does it mean "minimal interventions" on the Beton Hala roof? Does some landscape creation solutions could be done or it should be created as a plaza space?
A. Facade of the Beton Hala is under protection and should remain as it is. Therefore, the Beton Hala roof should remain as it is, except for the parts needed to provide connections between the ground level of the existing building and its roof level. Participants are allowed to propose the best way to use the roof.

13. Q. Should the project be DELIVERED or SENT by 15.00 of the 28.04?
A. Deadline for the Submission of entries is postponed to May the 5th 2011, 15:00-GMT+1. The Promoter should receive the entry on 5th May, 15:00 GMT+1, at latest.

14. Q. In what form should the final competition documents be mailed in? Loose sheets, rolled on a tube, mounted on a rigid support? Thanks.
A. Final competition documents should be presented in proposed dimensions (A1 paper format), printed on hard paper (minimum 120g/m2, coated, matt).

15. Q. We have the following question in regards to the tram lines existing on the site. It is slightly clear to us that we have to keep the tram rails. However we do not fully understand the scale of the re-organisation.
A. Tram transport certainly has to be retained and redesign should eventually be considered in the domain of elevating the tram to the plateau.

16. Q. Firstly, is it right that the tram rails must be redesigned within the intervened site? Both the loop and the transition line? Or can we assume that the rails do not pass through the site? Or do we have to maintain the actual system?
A. See the answer to the question No 15.

17. Q. We understand the proposal requires the design of a tram stop, which we could freely fix in the site, depending on a potential new rail design or should we stick to the existing one.
A. The new tram stops should be planned in accordance with all potential changes planned for this tram line.

18. Q. The competition documents are indicating the area between Beton Hala and Vojvode Bojovica Boulevard as construction site, where new buildings are allowed, but the competition area includes also the slope between Vojvode Bojovica Boulevard and the fortress. Is there any particular restriction of the use of this slope for construction.

A. The slope between Kalemegdan Fortress and Vojvode Bojovica Blvd is a potential land slide, 50m long, 250m wide and 8m deep. Thickness of the sliding surface is 4 to 12m. Inadequate excavation and land slide activation pose limitations in terms of construction and can endanger protected buildings.

19. Q. After downloading all relevant drawing files we’ve noticed that the ’’Existing Beton Hala drawing’’ does not fit to the given footprint in the ‘’Survey drawing’’. Also both drawings come in a different scale and there is no correspondence to the ‘’ 0,0,0’’ point.It would be much appreciated if you could upload correct drawing files of the Beton Hala building that would fit in the footprint of the Survey drawing.
A. The relevant document and plan of Beton Hala building is in the drawing 01_Survey drawing.dwg, and the drawing 01a_Existing beton hala.dwg should be considered as an illustration.

20. Q. Is it allowed to design access for vessels over which would be entered directly in the Waterfront center?
A. It is possible to propose/design the access to the Waterfront Center directly from the water, according to the planning proposal which allows piers for small boats only in front of the Beton Hala building or new Waterfront Center.

21. Q. I noticed that new gas station is almost finished in the site. Is it necessary to keep this one or it is actually assigned to design different gas station?
A. Both options are possible.

22. Q. The size of the perspective views is DIN A1 formats. Have they to insert in the A1 sheets or apart?
A. The perspective views should be a part of A1 sheet but with A3 format of the photograph. It is possible to submit more perspective views in addition to the three mandatory ones as long as the number of sheets submitted doesn’t exceed 8xA1 sheets.

23. Q. Do the facade of the existing Beton Hala need to be re-project in this competition?
A. No interventions to Beton Hala façade are allowed (existing building is under protection and planned for reconstruction by City authorities).

24. Q. Is there any information about the ceiling heights of the various functions (exhibition, storage,maintenace..) ?- so what kind of artifacts, design, art will be displayed in terms of its dimensions?
A. No, it is not decided yet what will be displayed in the gallery. The Exhibition space is only divided to the main exhibition area for the permanent exhibitions, and temporary exhibition area. Participants are free to propose the best solutions.

25. Q. Which rooms will need a direct daylight source which won´t?
A. Program requirements are given in the Competition Brief, pages 15 – 18.

26. Q. Of which quality should the exhibition rooms be of? Can they have daylight sources, that means are glass facades acceptable or is rather a "black box" (i.e. only artificial lighting) desired?
A. It is not decided yet what will be displayed in the gallery. Participants are free to propose the best solutions.

27. Q. Photo F3 is composed of three images and not showing the correct curve of the existing Beton Hala. Whether certain interventions are permitted on the given photo to fit with the 3D model?
A. No interventions to given images are allowed.

28. Q. The only perspective views that are to be used are the three photographs marked F1,F2 and F3 in the A3 format? can we use more renders in the A1 boards in combination with the 2d drawings?
A. It is allowed to submit additional perspective views and photomontages, but you must submit all the mandatory perspective views F1, F2 and F3 which should be incorporated in proposed 8 A1 format sheets.

29. Q. In the competition brief you tell us to redesign the tram route so that it does not intersect the main street. We can’t understand exactly what we have to do, if we cant’ cross the street we just have two separate lines with the stop near the pedestrian connection but not passing from the karadijordjeva and the Pariska street?
A. According to the competition brief it is proposed (but not obligatory) to elevate the tram to a plateau and accordingly tram lines from the plateau have to be connected with the existing ones in Karadjordjeva or Pariska street. It is important to separate tram and road traffic lines.

30. Q. First of all we want to know if it’s possible to receive a longer site plan including Kalemegdan Park and Belgrade Fortress. Moreover, the program summary received lacks of amount of space required for each part.
A. There are no other drawings of the site available. Program requirements are given in the Competition Brief, pages 15 – 18.

31. Q. In the brief, "Plans shall be submitted on a maximum of 8 separate sheets, format A1(594X841mm) landscape position." Does this mean that we prepare our board as 8 separate A1 boards or 8 A1 boards combined as one? It looks like 8 separate A1 boards is correct, I just want make sure.
A. It is correct, proposed number of sheets is 8, A1 format.

32. Q. Please let me know whether the anticipated relocation of the rail tram, Or the alignment of the tram turntable retain the existing alignment.
A. Tram lines should be redesigned in accordance with the propositions of the competition, tram loop is removed/disconnected.

33. Q. What is the space for commercial use? What are the characteristics of this space?
A. It should be similar to the spaces in the existing building: restaurants, clubs, shops, galleries, office space.

34. Q. Is it possible to get other documents for competition? like elevation of existing Beton Hala?
A. This is not available. All the relevant documents were submitted.

35. Q. How do we have to prepare boards of competition in final moment? It is necesery make it on the panels of poliplat
A. See the answer to the question No 14.

36. Q. What is the maximum cost of the project? Should we do also calculation of costs?
A. The cost estimate of the project is required. The Promoter expects economical solution.

37. Q. How much can we interfere in the layout of the streets?
A. In certain extent it is allowed to propose (minor) changes to the existing layout, but not in terms of the regulation and the grading plan.

38. Q. While we are connecting path for a bikes and pederestian area with terrace above Beton Hala, how much can we interfere in the elevation of the existing building?
A. Elevation of the building (façade) is protected.

39. Q. Is it possible to interfere in the line of waterfront, could we make it larger?
A. No. It is not possible to change the waterfront.

40. Q. Is the location of Port fix or there is possibility for move it?
A. The position of the Port is fixed.

41. Q. If it is possible to build up on top of the train tunnel?
A. It is possible to build on top of the train tunnel.

42. Q. Should the final prints be shipped in a tube? Or can they be mounted on boards? The Competition Brief is not very clear
A. See the answer to the question No 14.

43. Q. Competition regulation page 5: “plans shall be submit on a maximum of 8 separate sheet” the question is: do we need to include in these sheet also the A3 perspective or only the drawings and the perspective ara a part, printed in A3 sheets?
A. Perspective view (A3 format) is intended to be incorporated in proposed 8 A1 format sheets.

44. Q. Do we have to send in 9 printed A3 copies: report, tables, plans is it correct?
A. A general report should include downsized posters summarizing the graphical part and a brief and clear explanation of the basic principles of the design. This explanation of the design can incorporate small scale plans, perspectives and charts as well. The sentence :„The report shall not exceed three A3 pages using font size 12, bearing the ID code.“ refers only to the text, not including reports, tables, plans, pictures, diagrams, etc.

45. Q. Do we have to send 2 cd with the same contens : report and plans ( no tables???) correct?
A. Yes. The Tables should be included in the general report.

46. Q. Where do we have to put the 2 cd? Normally you put it in the opaque, shelted package, but you seems to ask us to put them in the identification envelope. Where do we put the cd’s?
A. As it is stated in the Competition Brief: “An envelope with the inscription “Identification“ shall contain names, addresses and signatures of authors, co-authors and the above mentioned 2 CD carriers with plans in .pdf format (A3 format) as well as the report in .doc or .xls (in case of tables) formats.“.

47. Q. Is possible to have some more information about the occupation of the Beton Hala? I mean that if we are expected to localize at least 3 vertical connection between the roof level and the main level of the Beton Hala we need to know how is the functional organization of the building to avoid un unproper localization of the connections.
A. The occupation of the Beton Hala will adjust to the proposed solution of the minimum three vertical connections between the roof level and the main level.

48. Q. In the dwg plan 01-SURVEY DRAWINGS it’s missing a part of the project area ( near the Kapetanija in the bridge direction and in the other top) . Can you please integrate the missing elements?
A. All the relevant documents were submitted.

49. Q. In your traffic analyse at the pag 10 of the competition brief you indicate the street just near the river as “pedestrian way and bycicle path”. If we take a look to the picture, we can see lot of cars both parked and passing in this street. The answer is if this pedestrian and bycicle destination is a project not yet realized or if there is a mistake about it. Anyway what is the destination we have to preview for this street and can we reduce the section of the street and increese the dimention of the pedestrian passage at the Beton Hala level? If it is not preview to exclude the car passage from this street, can we propose it in the project?
A. True, the street along the river is planned as a pedestrian and bicycle path and parked vehicles in this area are unfortunately the result of undisciplined users.

50. Q. The parking area we are asked to include in the project seems to be required as a covered area. Can it be underground?
A. It’s technically possible, but the only question is the necessity and cost of this type of construction due to the ground water level.

51. Q. The self service gas station you speak about at page 17 of the competion brief is in the project area? Do we have to localize it in the project? If yes, what area do we need to consider for it?
A. Yes, it is necessary to include this station and the minimum area encompassed should be 350m2.

52. Q. Beside the estetic need to properly integrate the new building in the water front skyline, is there any urbanistic costriction about the maximum high of the new building in this area?
A. There are no height restrictions.

53. Q. Is it possible to redesign the road route of Karadordeva and bulevar vojvode bojoviċa, next to the area ("new construction allowed")?
A. Yes, in terms of regulation, but not in terms of the layout and grading plan.

54. Q. What does "site limits" mean? It means that it is possible to suggest some solutions (building/landscape) in the site limits or not? What is allowed and what is not in the site limits?

A. It is allowed to propose some solutions in the site limits, or even in the surroundings (scale is 1/1000).

55. Q. What are the guidelines for the material to be submitted at the project deadline?
A. Deadline for the Submission of entries is postponed to May the 5th 2011, 15:00-GMT+1. The Promoter should receive the entry on 5th May, 15:00 GMT’+1, at latest.

56. Q. Have seen that the deadline of this competition is on 28.03. Does that mean that the project should arrive on that day (or before), or is it enough to have the project sent before that date? I am asking this because we would send it from Spain, and I guess it takes some time to get to Belgrade
A. See the answer to the questions No 13 and 55.

57. Q. What are requirements for a model of the object? Whether there will be the overall model of the beton hala surroundings prepared by organizators?
A. No.

58. Q. Through plans for Belgrade fortress area it has been mentioned that train line is planned for removal. You mentioned that the railway tunnel will be preserved and is not subject to the competition, but is it possible to integrate plan for removal of train lines in the competition proposition?
A. Relocation of railroad tracks is not planned. At this point, the railway tracks and the tunnel should be kept.

59. Q. Is it really necessary to lift the tram above road level in order not to let them intersect?
A. The Competition Brief requested the tram tracks to be raised to the level of the new pedestrian connection between the fortress and existing Beton Hala building. However, the Participants can come out with another solution, but it is important to avoid interference of two types of traffic and to provide access for visitors to the proposed plateau.

60. Q. Is the construction effort (bridging the street) really justifiable opposed to one traffic light slowing down traffic once in a while?
A. The validity of the project is one of the questions that will be answered after the Competition.

61. Q. And if so what would be the angle (steepness) the tram can handle? Is it necessary to preserve an end station of the tram line- meaning to preserve the tram loop as it covers up a lot area?
A. The maximum slope for the tram line should be 6%.The tram loop should be removed.

62. Q. What is the purpose of the tram loop that is located just west of Karadjordjeva Street?
A. The tram loop should be removed.

63. Q. Concerning the terminus tram lines, how many rails must be kept working, and which ones? Is it possible to transform the circular connecting terminal track into a single terminal line which works in both directions (tram number 2)?
A. Tram lines should be redesigned in accordance with the propositions of the competition, tram loop should be removed.

64. Q. What it is planned or expected to do in the water along the Beton Hala? Does all current ships and other stuff will be removed? Will it be kept empty and clean, or it is possible/expected to suggest some solutions in a water, bearing in mind that it is in the site limits?
A. Passenger Port remains, it is not possible to build any structures in the water.

65. Q. Competition regulations note that all buildings floor plans should be in scale 1:200. Is it possible to change scale to 1:250 or 1:500? At least for unimportant floor plans with parking, auxiliary and technical rooms.
A. The scale given for each drawing is mandatory.
66. Q. Is it acceptable to submit more than the three mandatory rendered perspective views?
A. See the answer to the question No 28.

67. Q. Besides the mandatory perspectives (F1, F2 and F3) are we allowed to purpose other 3D perspective views (exterior and interior) for our final presentation?
A. See the answer to the question No 28.

68. Q. The mandatory perspectives should be presented on individual A3 paper formats or they should be incorporated on the A1 formats?
A. All the mandatory perspective views F1,F2 and F3 should be incorporated in proposed 8 A1 format sheets.

69. Q. Can you provide precisely dimensioned traffic streets profiles of the following streets: Karadjordjeva street, Pariska street and Vojvode Bojovica Boulevard?
A. The relevant drawings will be posted in .pdf version.

70. Q. Quote from the Competition brief:
“Redesign the tram route so that it does not intersect with the road traffic. The tram tracks arriving from Karadjordjeva Street should be raised to the level of the new pedestrian connection between the Fortress and the existing Beton Hala.”
Question: “Redesign” the tram route means complete redesign of the tram path(patern) or redesigning the other traffic(vehicle) path that intersect with the existing tram route?
A. Tram lines should be redesigned in accordance with the propositions of the competition and the street plan should be designed according to the existing grading and regulation and proposed street profiles (cross sections).
/Pariska Street: existing sidewalk 3.0-3.8m and 2 lane driveway 12.0 m(2×6.0m),
Karadjordjeva Street: sidewalks (2×4.0m) + 2 lane driveway 12.5m (2×6.25m),

71. Q. Is there any limit in number of underground levels?
A. See the answer to the question No 7.

72. Q. Is there a maximum height for the purposed build structures on the given site according to a Detailed Urban Plan?
A. There are no restrictions regarding this issue. The new building data will be incorporated in the planning regulations.

73. Q. What is the average speed of the water measured annually for each month in the front of Beton Hala
A. This data is not available.

74. Q. We would like to know if we can send the documents until the 28th, 15h, or if you must have received the documents by the 28th, 15h?
A. See the answer to the question No 13.

75. Q. Reference law for road construction ?
A. The reference regulations for the design of urban street networks do not exist.

76. Q. Street hierarchy in the project area (with a clear reference to the law on classification used)
A. According to the Master Plan for the City of Belgrade 2021, Karadjordjeva street is a main road, Vojvode Bojovica Boulevard and Pariska street are ranked as 1st level streets.

77. Q. Presence and localization in the project area of traffic lights or roundabouts ?
A. The existing state: traffic lights are positioned at the intersection of the Karadjordjeva st., Vojvode Bojovića Blvd. and Pariska st. t. There is also a traffic light in Karadjordjeva st. in the vicinity of Great stairs.

78. Q. Average daily traffic during the 24 hours or peak period volumes
(if possible duration and timing of the peak period) ?
A. This information is given in the competition brief, page 10. Peak period: from 7 to 9 am, approximately 10% of the projected daily volume.

79. Q. Traffic composition (in terms of percentage of light and heavy vehicles (trucks) ?
A. This is given in the competition brief on page 10.

80. Q. Actual and Design cross section dimensions of roads in the project area ?
A. Tramway traffic should be redesigned in accordance with the propositions of the competition and the road traffic should be planned with the existing grade line and controlled in accordance with the proposed cross-sections of roads.

81. Q. Can we remove existing parking places from the top of existing beton hala to some other place and give another function to that space?
A. The parking places on the roof of the BH building can be removed.

82. Q. Can we remove tram traffic to some other place?
A. Tram transport system must be retained, but the tram loop is removed.

83. Q. The building seems to be curved, but shown rectilinear in .dwg drawing. What is the curve radius along the axis with shown dimensions on floor plan?
A. See the answer to the question No. 19.

84. Q. Does the site posses any regulations in terms of buildable plot-ratio, height limit, etc…?
A. No.

85. Q. Is it possible to design underground levels? e.g. Car Parking
A. See the answer to the question No. 7.

86. Q. Is it possible to build into the cliff -face to the East of the site?
A. See the answer to the question No. 18.

87. Q. Would car-parking also be considered architectural intervention, thus only allowing to be built on the New Buildings Allowed zone (hatched area between Beton Hala and Vojvode Bojovica Boulevard/Karadjordjeva boulevard)?
A. Yes.

88. Q. Program Questions:
Should the Commercial program(5000 sqm.) and Exhibition space(6000 sqm.) be treated as separate buildings, or up to the architect whether to have them separated or united?
A. Participants should propose the best solution.

89. Q. In relation to the Exhibition space (both in Main Exhibition and Temporary), what is the expected contents or exhibits which will be exhibited? (e.g., Artwork? Historical Artifacts? etc…)
A. It is not decided yet what will be displayed in the gallery. Participants are free to propose the best solutions.

90. Q. The requested parking area is extremely large at 20800 sqm., is the parking expected to be a private parking for the users of this facility, or a public parking for all, including the visitors and tourists using the Sava International Ferry Port Terminal?
A. It will be a public parking.

91. Q. The brief requests parking space for 15 tourist buses, is it expected that the buses that will arrive and depart here are local/suburban buses, or also International tourist buses?
A. It will be used only for tourist buses.

92. Q. Beton Hala intervention : The requirement asks for at least 3 accesses to the above plateau from the Beton Hala, in relation to this, is the architect allowed to propose a secondary entrance from the waterfront, within the Beton Hala stores?
A. Yes. The occupation of the Beton Hala will adjust to the proposed solution.

93. Q. Would we be able to get a list of shops which are housed in the Beton Hala?
A. No. The occupation of the Beton Hala will adjust to the proposed solution.

94. Q. Please elaborate on the brief for the 5,000 sqm of space for commercial use. For example, is this office space? Retail and Food & Beverage Space?
A. Yes. Those spaces will be similar to the spaces in the existing building: restaurants, clubs, shops, galleries, office space.

95. Q. Please elaborate on the brief for the Main/Temporary Exhibition space. For example, is the main exhibition space meant for to function as Museum/Art Gallery space? Or as Commercial exhibition space (for ie trade shows)? If a museum/gallery, what is the theme/topic of the museum/gallery?
A. Exhibition space should be Art Gallery/Museum. See the answer to the question No 24.

96. Q. What is the role of the curators?
A. There are employed in the Gallery.

97. Q. Please elaborate on the brief for the Multifunctional Conference Hall. What functions is it intended to host? For example, lectures, business presentations, rock concerts, classical music concerts, stage theatre, dance? Each have their own design requirements.
A. It is multifunctional conference hall for conferences and similar activities.

98. Q. Does the 200 sqm for the Multifunctional Conference Hall assumed raked seating or level seating?
A. Participants are free to propose the best solutions.

99. Q. What planning regulations or frameworks are applicable to the site? Can you make this information available in English?
A. The selected solution will be implemented into the planning documents.

100. Q. Are there any height restrictions for this site? If so, what are they?
A. It is stated in Competition Brief: “the newly built structures should not obstruct the outline of the Fortress”.

101. Q. Is there any information or statistics on the use of the Belgrade Port? Current and Projected.
A. This data is not available.

102. Q. Does the self-service gas station exist now? Can it be relocated?
A. Existing gas station is not self-service type. It must be reconstructed and it is possible to relocate it.

103. Q. Is there funding for the project? Who are the funders and what are their requirements?
A. The City of Belgrade is financing the project. The requirements are stated in the Competition Brief.

104. Q. Concerning the tramways: are we allowed to change the layout of the tramway tracks outside the competition site?
A. If it impacts the solution within the project competition limits, it is possible to propose some new solutions of tram transport.
105. Q. Concerning tram line 2: We understood that the tram terminus “Pristaniste” is start and end point of two tram lines 2 from both directions. If correct, what is the future status of line 2: do the trams of line 2 from both directions still need to turn at their end points? Or can they just make a stop and move on in both directions like tram lines 11 and 13?
A. Tram Line 2 is retained as in the present state. The turntable should be removed.

106. Q. Concerning the 15 bus parking spaces: are these for tourist touring cars or for local public transport busses?
A. Proposed bus parking are only for tourist buses, not for public city transportation.

109. Q. Concerning the scale of floor plans and sections: the plans and sections at 200 scale do not fit the A1 landscape format. How should this be solved? Can we propose instead that all participants deliver 1:500 scale floor plans and sections?
A. It is possible to post building up to 160 m long in A1 panel. The scales for the requested drawings are given in Competition Regulations. All other enclosures may be in appropriate scale. It is necessary to maintain mandatory scale and paper format.

110. Q. Is the railway line on the site still in use? if yes what are future plans for it? is it possibe to place other functions in the existing tunnel?
A. Railroad is operating. This railway is one of the possible links of the Sava and the Danube basin. Therefore it is not possible to plan new facilities in the tunnel.
111. Q. the architectural design (p.7) "…only introduced into 3 photographs…", – does it mean any other views are forbidden to be presented?

Low water level is at 70.60m, high water level is 76.50m and the level of the top of the levee is 77.00m.

Is this elevated or on the same level as Karadjordjeva Street. How can the tram line not intersect with with the road traffic unless it is on a different level?
A. Beton hala should be connected to the Kalemegdan Fortress, which is also the level of the new tram route. Level of Karadjordjeva street remains the same.

126. Q. The project brief reads that "participants in this competition are expected to propose a minimum of three connections (stairs, elevators) between the ground level of the existing building and its roof level." That statement requires participants to design stairs, elevators (and/or ramps) which would necessitate new structures on/over or thru the roof of the existing Beton Hala building. Given that there is no construction is allowed on the Beton Hala building, how should the participants proceed for the connections in between the roof and the water front level. Can we assume that some light structures (ADA accessible circulation) could be implemented on and through the Beton Hala building?
A. Existing Beton hala building (structure, façade, shape, together with the most of its occupants and tenants) will remain as it is. The city of Belgrade is responsible for renovating the façade of the existing Beton Hala. The only intervention participants in this competition are expected to propose is to design minimum of three connections (stairs, elevators) between the ground level of the existing building and its roof level.
127. Q. Please confirm that the TRAM line must be raised and reconfigured to cross over Vojvode Bojovica Boulevard.
A. The Competition Brief requested the tram tracks to be raised to the level of the new pedestrian connection between the fortress and existing Beton Hala building. However, the Participants can come out with another solution, but it is important to avoid interference of two types of traffic and to provide access for visitors to the proposed plateau.

128. Q. Is the "New Construction Allowed" boundary shown in the Competition Brief the absolute and unequivocal limit for the program required by the competition?
A. Participants are free to propose the best solution, keeping in mind the restrictions.

129. Q. Must all of the required 800 vehicular and 15 bus parking bays be covered, i.e. in a garage?
A. Participants are free to propose the best solution.

A. The railway is used now. No railway stop should be planned. Railway tunnel is not the subject of design.

174. Q. In the existing survey drawing we received, the existing Beton Hala building is drawn to be slightly faceted, however on the detailed plans of the existing building that has been provided, the building façade is straight. Please can you clarify which one is accurate?

A. It is not possible to change the elevation of Vojvode Bojovica Boulevard and Karadjordjeva Street.

177. Q. Which are the height clearances required by the technical regulation for tunnels or pedestrian bridges?
A. The height clearance for traffic tunnels is 4.5m in city conditions, but for regionally important roads it is 5.0m /ex Karadjordjeva street/. Height clearance for pedestrian bridges is minimum 2.50m.

Level of underground water is 69.90-72.40 meters (above sea level). Throughout the explored area and within zones 1 and 2, level of existing ground is 79.08-85.14m (above sea level), depending on thickness of the embankment.

183. Q. Can the car park be underground? I am assuming that building underground to to the water table level is acceptable. Could you confirm if it is.

Car park can be designed at underground levels. Construction below the level of underground water is possible, but in respect to adequate hydro technical measures.

184. Q. It seems that the area you are indicating us for the bus parking is not enough: If we consider the standard turistic bus ( 12.5x3m of park place) we have 562m2 just for the parking area, so the 800m2 you give us are not enough. Can you please specifie what kind of bus we have to preview and for the loading and anloading area what kind of veicols we have to preview

185. Q. What is the limit in presentation the connection to Kosančićev venac, as it is out of our site limit?

186. Q. There seem to be discrepancies between the existing Beton Hala existing building and it’s footprint shown on the survey drawing and site section. For instance, the front of the building is slightly arched in the survey drawing and straight in the Beton Hala plans.

187. Q. On page 18 of the competition brief there are gross indications about the exhibition areas. I wanted to know the design should contain a large exhibition hall of 2000m2 OR this one should be divided into smaller halls/galleries?
A. It is possible to divide it. Participants should provide the appropriate solutions.

188. Q. What will be exhibited in the exhibition areas? And what are the heights required?

189. Q. Do connections between ground level to the roof have to be outside the Beton hala as an outer connection, or is it refer to connections between the inner space with the roof by perforating?
A. The façade is protected, so connection should be proposed inside the Beton Hala building.

190. Q. Is the inner space of Beton hala subject of design-redesign to our program proposal, according to incorporation into new premises?

No interventions are allowed, except in the domain of vertical communications.

191. Q. I wanted to know if there is a regulation about maximum height of the construction in the project area?

192. Q. Why we need 20000m2 for 800 cars? If we put one car on 15m2 (3×5) then it is too much. So, do we have to keep the 20000m2 for parking area, or we keep the number of cars?
A. Proposed parking area is planned for cars and access roads which requires about 22-25m2 per car.

193. Q. Does access to parking area for tourist buses have to be from both directions, Karadjordjeva and Vojvode Bojovića Boulevard?
A. Yes, if there is enough space, but the general opinion is that such traffic solution is not functional, especially for the busses arriving from Karadjordjeva street. Acces from Vojvode Bojovica boulevard is necessary.

194. Q. Is there possibility for dislocating the Gas station in Karadjordjeva street on the river side of this street?
A. No, the gas station should remain as self service station.

195. Q. Quote on page page 17, from the passage nr.3 from the Program Requirements chapter, says: Redesign the tram route so that it does not intersect with the road traffic.The tram tracks arriving from Karadjordjeva Street should be raised to the level of the new pedestrian connection between the Fortress and the existing Beton Hala. 198. Q. What is the regulation in Serbia with regard to disabled access ramps? i.e. what is the maximum incline allowed?
A. Sidewalks and pedestrian paths: longitudinal slope of no more than 5% (1:20) and in exceptional cases 8.3% (1:20), maximum cross slope of street sidewalk and footpaths, perpendicular to the direction of movement is 2%.
Ramps for pedestrians and wheelchairs: overcoming the height difference of 76cm between two pedestrian areas and on the approach to the building is carried out by ramp: ramp slope no greater than 1:20 and it may be a very short distance in 1:12, the largest permissible ramp length in the special case 15.0m. Ramps longer than 6.0m and maximum 9.0m in case of small slope, separated by a rest area at least 150cm in length (exeptional 140cm).

199. Q. What is the estimated budget for the Project?
A. Promoter made some cost estimates for the construction budgeting. However, as the budget highly depends on the chosen design, Promoter avoided declaring it, in order not to mislead the designers. The cost estimate of the project is requested. The Promoter expects economical solution.

200. Q. Is it possible to introduce any stairs and/or elevators inside the Beton Hala?
A. Yes.
